For the effective education and management of the children who did faults, both rehabilitation and punishment are needed. The children have the lack of ability to decide, so their and parents and teachers should help and lead them to act in good manner. In that points, bad acts should be punished and leaded to correct or improve. After that, we should give the opportunity to adapt and do better.

In English, we make mistakes, not faults. We say "It's my fault" or "I'm at fault" meaning I am to blame, however we "make a mistake"
Fault--(n) a flaw in characteristic; blame
Mistake--(n) error, blunder, gaffe

Lack is a verb. You don't need to say "have a lack"
